Purpose of Report

 

To approve the City of Lincoln Council’s Decarbonisation Strategy and Action Plan for the period 2021-2030.

 

Decision

 

That the Decarbonisation Strategy and Action Plan 2021-2030, as set on pages 19 – 48 of the agenda, be approved.

 

Alternative Options Considered and Rejected

 

None.  The decision was in line with and supportive of the City of Lincoln Council’s adopted policies on working towards carbon neutrality by 2030.

 

Reasons for the Decision

 

In 2019, the Council resolved to deliver a carbon neutral vision for Lincoln by 2030. The Council’s carbon dioxide emissions were reviewed, and opportunities were identified to achieve a net zero carbon target for the Council’s own emissions by 2030.

 

In September 2021 an external audit rated the Council’s environmental performance at 92% for its plans in place to achieve a net zero carbon target by 2030.  A Decarbonisation Strategy and Action Plan would set out how the Council intended to achieve net zero carbon for its own operations and services and contribute towards Lincoln’s carbon neutral ambitions for its area.

 

The Council won the Investors in the Environment’s Overall Outstanding Achiever Award in October 2021, which the Executive concluded represented an excellent achievement; and the Decarbonisation Strategy and Action Plan would further develop and consolidate the achievements already made.
