There is not sufficient time to allow for the call in process, as it would seriously prejudice the Council’s (or a third party) or the public’s interests, as detailed in the report itself, the decision to try and procure an interim provider is urgent. Need to get the centres open very quickly to preserve the assets and potential trading position of the new operator.
